Chairman and Vice-Chairman Operations Committee

The Chairman and Vice Chairman shall have the responsibility -

  1. For the overall administration of the WCSRN.
  2. For the periodic briefing of the WCSRN Advisory Committee on the status and progress of the WCSRN.
  3. For requesting assistance of the Advisory Committee on matters where the RI/TRF Boards or RI/TRF Staff may need to establish or modify policy or make changes in operating procedures.
  4. As Chairman, to direct and coordinate the activities of the Staff Operations of the WCSRN, such as the Subject Advisors, other advisors/Chairmans and the WCSRN Web Site.
  5. As Vice Chairman, to direct and coordinate the activities of the Field Operations of the WCSRN, such as the Zone Advisors, the Project Specialists and the WCSRN members who are registered with the RI WCSRN Database.

Zone, Country and Area Advisors

Introduction: The Zone, Country and Area Advisors must have a good working knowledge of the various humanitarian aid programs of Rotary. This knowledge will be of great value to Rotary Clubs seeking to embark on a new area of service. Similarly, others who might benefit from further information on the various aspects of Rotary's programs can call upon this source of knowledge to extend their capabilities.

Within each of the 34 Rotary Zones, it shall be the prime responsibility of the Zone Advisor to develop and execute a plan to educate Rotarians in their Zone as to the existence and resources available through the WCSRN.

Collectively, it shall be the responsibilities of the Zone, Country and Area Advisors to:

  1. Along with Project Specialists, help Rotary Clubs initiate, plan, develop and execute viable humanitarian aid projects that maximize the use of Rotary International, The Rotary Foundation and external resources.
  2. Along Project Specialists, assist Rotary Clubs that encounter difficulties with projects in progress. A summary of the problem should be sent to the WCSRN Special Projects Chairman (see position description).
  3. Develop a sub-Network of WCS related Rotarians within their Zones, Countries and Areas and to communicate with other Rotarians who may benefit from the knowledge of projects in process or planned for their area of the world.
  4. Keep the Zone, Country and Area Advisors Chairman informed of outstanding, extremely meaningful or otherwise noteworthy projects in this specialty for purposes of recognition, case studies, publicity or other reasons.
  5. Recommend to members of the Operations Committee any items that they feel may improve the total effectiveness of the WCSRN.

Project Specialists

Within each specialty, it shall be the responsibility of the Project Specialist –

  1. To, along with Zone, Country and Area Advisors, help Rotary Clubs initiate, plan, develop and execute viable humanitarian aid projects that maximize the use of Rotary International, The Rotary Foundation and external resources.
  2. To, along with Zone, Country and Area Advisors, assist Rotary Clubs that encounter difficulties with projects in progress. A summary of the problem should be sent to the WCSRN Special Projects Chairman (see position description for that Chairman).
  3. To communicate with other Rotarians with this specialty in order to broaden the knowledge of each specialty, improve the projects within the specialty and make referrals to other specialists based on geographical, language or other special needs. In addition, the Project Specialist should notify the Chairman of additional project contacts who have developed an expertise in an area of specialization
  4. To keep the Project Specialists Chairman informed of outstanding, extremely meaningful or otherwise noteworthy projects for purposes of recognition, case studies, publicity or other reasons.
  5. To recommend to members of the Operations Committee any items that they feel may improve the total effectiveness of the WCSRN.
  6. To remember and recognize that the Project Specialist serves "on call" to the RI/RF Staff, District Staff and the Rotary Clubs and Rotarians. The Project Specialist does not attempt to "promote" new projects in their specialty. The Project Specialist, like the Zone, Country and Area Advisor is available to those clubs and Rotarians who seek advice on their individually selected projects or on projects under consideration.

Subject Advisors

Chairman - Jim Johannsen, PDG, 1992-93, Zone 24, District 5240, RC of Santa Barbara North, CA, Resides in Santa Barbara, CA, USA

Introduction: The Subject Advisor has specialized knowledge in one or more of the functional areas necessary for the planning and execution of a successful humanitarian aid project. This knowledge will be of great value to a Rotary Club wishing to embark on a new area of service, of which, they have little knowledge. Similarly, others who might benefit from further information on the various aspects of the specialty can call upon this source of knowledge.

Within each of the Subject Areas covered by the WCSRN, it shall be the responsibility of the Subject Advisor –

  1. To be available to Rotarians who have a need for advice in that subject area.
  2. To act as Subject Editor of the appropriate section of the WCSRN Web Site and to help expand, refine and maintain the section. This includes:
    • Seeking additional entries and links related to the subject matter.
    • Obtaining entries from organizations to be listed and assisting in structuring a proper listing including additional descriptors, keywords, etc. to help with the planned search mechanism.
    • Periodically validating the entries, including the web site and e-mail contact links as well as other information regarding the entry.
  3. To transmit updates to the section of the web site to the Web Site Subject Editor for publication by the Webmaster.
  4. To develop future plans for the section. These plans should be indicated at the end of the section. Since the implementation of these plans may depend on RI, RF or other Chairmans or Advisors of the WCSRN, they should be submitted to the Web Site Editor before listing on their section of the web site. The Editor, WCSRN Operations Committee Chairman and the Advisory Committee will establish priorities for implementation.
  5. To appoint other Rotarians to be on a sub-committee to advise and assist with their responsibilities in maintaining the section of the web site and their overall function.
  6. To recommend to members of the Operations Committee any items that they feel may improve the total effectiveness of the WCSRN.

Partnership Advisor

Mark Walker, Zone 25, District 5510, RC of Scottsdale North, AZ, Resides in Scottsdale AZ, USA

The Partnership Advisor has the responsibility of –

  1. Publicizing the capabilities of the WCSRN to other organizations that could become partners on Rotary humanitarian aid projects.
  2. Helping to locate a specific partner for club projects that need the capabilities of another NGO or other partner organization.
  3. Advising the WCSRN Web Site subject editors of partnering organizations so that they may be included in the appropriate section of the web site.
  4. Appointing other Rotarians to be on a sub-committee to advise and assist with the partnering concept.
  5. Recommending to members of the Operations Committee any items that they feel may improve the total effectiveness of the WCSRN.
  6. Determining if there are partnering arrangements that should be investigated by Rotary International or The Rotary Foundation. Prepare a report to the Chairman of the Operations Committee for review and submission to the WCSRN Advisory Committee.

Project Fairs and Exhibits Chairman

Juan Forster, Zone 21, District 4250, RC of Guatemala City, Guatemala, Resides in Guatemala City, Guatemala

The Project Fair and Exhibits Chairman has the responsibility of –

  1. Publicizing the schedule of Project Fairs, and promoting attendance at Fairs, in all practical Rotary media as well as the WCSRN Web Site.
  2. Refine the model for creating a Project Fair (see RI Web Site for “A Project Fair Model”).
  3. Helping develop and schedule Project Fairs in all areas of the Rotary world. Overlap of schedules for Project Fairs should be discouraged in order to maximize attendance at each one scheduled.
  4. Working with the WCSRN Education, Publications and Publicity Chairman to develop presentations such as charts, PowerPoint, handouts, etc. to present the WCSRN concept and the Project Fair and Exhibit concept.
  5. Recommending to members of the Operations Committee any items that they feel may improve the total effectiveness of the WCSRN.
  6. Appointing other Rotarians to be on a sub-committee to advise and assist with the development of Project Fairs and Exhibits.

Education, Publications & Publicity Chairman

Glenn M. Balch, Jr., PDG, Zone 31, District 7120, RC of Scottsville, NY, Resides in Churchville, NY, USA

The Education, Publications and Publicity Chairman has the responsibility of –

  1. Preparing brochures, PowerPoint, charts and other visual aid materials to educate Rotarians as to the function and capabilities of the WCSRN.
  2. Reviewing all RI and TRF publications for content and clarity and recommend to RI/TRF changes that could be made to help educate Rotarians in all aspects of humanitarian aid programs of Rotary.
  3. Recommending to RI/TRF, where applicable, insertion of references to the WCSRN.
  4. Working with the WCSRN Projects Fair and Exhibits Chairman to supply materials developed to Project Fairs and other exhibits.
  5. Providing periodic releases to the Rotary and The Rotary Foundation media to help publicize the WCSRN, its capabilities and its accomplishments.
  6. Recommending to members of the Operations Committee any items that they feel may improve the total effectiveness of the WCSRN.
  7. Appointing other Rotarians to be on a sub-committee to advise and assist with the development of educational materials.

Special Projects Chairman

John J. Eberhard, PDG, 1993-94, Zone 22, District 6330, RC of London, Ontario, Canada, Resides in London, Ontario, Canada

The Special Projects Chairman has the responsibility of –

  1. Acting as an “Information Center” for major or recurring problems that are confronted in performing the humanitarian aid projects of Rotary and the Rotary Foundation.
  2. Establishing a procedure to report problems. The Zone Advisors, Project Advisors and the clubs involved, will have handled the specific problems but they should be filed with the Special Projects Chairman to determine patterns.
  3. Maintaining a “file or database of case situations” so as to be able to advise other WCSRN Staff Rotarian, who call for advice on the problem, of possible solutions.
  4. Advising the inquiring WCSRN Staff Rotarian of any previous solution to the problem that may help with the solution of a particular problem.
  5. Periodically analyzing the problems reported and, if appropriate, preparing a report on the nature of the problem and a recommended solution. This report shall be forwarded to the WCSRN Advisory Committee via the Chairman of the Operations Committee. If the solution to the recurring problem lies outside the capability of the WCSRN, the Advisory Committee will then make their recommendations to RI, RF, or other appropriate parties.
  6. Recommending to members of the Operations Committee any items that they feel may improve the total effectiveness of the WCSRN.
  7. Appointing other Rotarians to be on a sub-committee to advise and assist with the responsibilities of the Special Projects Chairman.

Internet Scout

Ivan Polacek, Zone 9, District 3660, RC of Pusan-Tongbaek, South Korea and 2001-2002 President of the RC of Shanghai, Provisional, People’s Republic of China, Resides in Shanghai, PRC

The Internet Scout has the responsibility of -

  1. Scanning the various electronic communications of Rotary and Rotary related functions to discover messages that are seeking help or advise on the various humanitarian aid programs of Rotary International and The Rotary Foundation.
  2. Responding, when the message is discovered, to the sender and if appropriate, a copy to selected WCSRN Staff Rotarians. The referral message should always contain a reference to the WCSRN Web Site to establish that resource in the mind of the sender.
  3. Sitting on the WCSRN Communications and Technology Committee and participating in an ongoing dialog as to how the WCSRN can be more effective in reaching the world of Rotary.
  4. Recommending to members of the Operations Committee any items that they feel may improve the total effectiveness of the WCSRN.

Internet Advisor

Marlene Brown, Zone 31, District 7150, RC of New Hartford, NY, Resides in Clinton, NY, USA

The Internet Advisor has the responsibility of -

  1. Advising the members of the Operations Committee and the total WCSRN on how to use the Internet, the web site, e-mail and other communications tools to keep Rotarians informed of the capabilities of the WCSRN.
  2. Chairmaning a Technology Sub-committee consisting of the Internet Advisor, the Internet Scout and the WCSRN Webmaster. This sub-committee will constantly consider methods to further enhance the communications capabilities of the WCSRN.
  3. Responding to Operations Committee member questions regarding the Internet, the web site, e-mail and other communication tool questions.
  4. Recommending to members of the Operations Committee any items that they feel may improve the total effectiveness of the WCSRN.

Web Site Editor

Jim Johannsen, PDG, 1992-93, Zone 24, District 5240, RC of Santa Barbara North, Resides in Santa Barbara, CA, USA

The Web Site Editor has the responsibility of -

  1. Overall structure of the WCSRN Web Site.
  2. Reviewing the updates submitted by other members of the Operations Committee for clarity, format and consistency and then submitting them to the Webmaster for publication.
  3. Preparing the monthly “What’s New” section of the web site.

WCSRN Webmaster

Terry Straehley, Zone 24, District 5240, RC of Santa Barbara North, Resides in Santa Barbara, CA, USA

The WCSRN Webmaster has the responsibility of -

  1. Maintaining the WCSRN Web Site based on the text and directions submitted by the Web Site Editor and the other members of the Operations Committee.
  2. Developing standards for the databases that are planned.
  3. Developing search methodology for the planned databases.
  4. Integrating the search methodology with the databases that will be maintained by the Subject Advisors and other members of the Operations Committee.
  5. Being a member of the Technology Sub-committee, Chairmaned by the Internet Advisor. This committee will consider methods to further enhance the communications capabilities of the WCSRN.
  6. Recommending to members of the Operations Committee any items that they feel may improve the total effectiveness of the WCSRN.
